Human Resource and Finance Coordination

Preamble

After the new-structuring of ECS, the Human Resource & Finance has been established at coordination level at the beginning of the year 2009 where both finance and human resource management merged together.

 1. Finance

 The following are the major progresses registered over the past few years.

Ø  The accounting system computerized

Ø  New Chart of account developed

Ø  Training given to the staff of the unit on computerized accounting system

Ø  Qualified employees hired

Ø  Manuals, rules and regulations developed, etc.

Ø  Timely reporting adopted

Ø  Developed capacity to handle huge financial transaction

Financial Systems Development at Diocesan Level

ECS Finance Unit has been trying to reach the Diocesan Secretariats and congregations to establish a good relationship and to form a strong two way capacity building initiative. Almost all Diocesan Catholic Secretariats reached were supported to organize their finance department through provision of training to the staff of the department and install computerized accounting system.

Comparatively better work was done in the area of work facilitation which has been increasing from time to time: Such facilitation works include:

·         Opening Bank accounts

·         Adding, changing and deleting bank signatories

·         Insuring Vehicles belonging to Ethiopian Catholic Church

 

II. ECS Human Resources management & Development Unit

Human resource of ECS (comparison of 2001 and 2009). Both the number and level of qualification of ECS staff has increased over the last ten years.  The major increase is in the level of 1st degree and above. In general the staff number jumped from 50 to 81 and the number of qualified degree-level staff from 9 to 29.

 

  The main activities of the human resources unit

·         Maintain staff database

·         Develop Administrative and personnel policy manual

·          Develop job descriptions

·          Monitor working environment and benefit packages

·          Staff induction-orientation on the rules and regulations for newly incoming staff

·          Develop standardized staff performance valuation system 

Facilitation of work permits, renewals, etc.

ECS Personnel services section facilittes for different permits for expatriate and local Church Personnel. In the last six years alone (2003 to mid 2009), 6254 permits have been processed. Of this 3494 are work permit and identification card renewals for expatriate Church personnel. 2760 different permits/requests of different forms from various Federal level Government ministries and departments have been facilitated by ECS.

Future Strategy

Besides day to day routine duties the Human resources & Finance coordination is expected to assist and give technical support to DCSs and congregations as part of ECS mandates.

In order to attain this goal more professionally, ECS has to be equipped with qualified manpower. Human resources development will be considered as a topical issue for which policy and regulation is going to be developed in the near future.

The assistance should not be limited to Diocesans secretariats only as it is now but should go further to congregations as well.
